These people-centered administrative tools, which are new but do not abandon tradition, form the main subject of this study. It is observed that organizational behaviours of local and central layers of all administrative actors are shaped, for those which can demonstrate the positive powers of the collective interaction and the fact that the mixed economic, social and political power have a major share in the global interaction. The main purpose of the study is to introduce the transforming and non-transforming characteristics of the classical public administration approach, as well as to suggest proposals for the past, the present and the future of an ever-renewable public administration. It should be considered that in the administrative power areas, directed by the new trends and the ideas, historically accepted and non-changeable traditional perspectives can also appear in the existing public administrations and operations. However, it should be taken into consideration that the analysis of public policies can also contribute to the process.
