Therefore, the issue of protecting the water resources concerns all humanity. To protecting the right to life water is a valuable resource. However, it is a difficult possibility to be able to come to conditions with the value and care that the present world deserves for something without price. The use of any source without paying any cost may be open to the misuse of beneficiaries. It can be said that the water is in such a situation. The limitation of financial resources for the protection of water resources as well as the excessive and unnecessary use of water resources by humans shows that water should not be regarded as "commons" by the expression of G. Hardin. If the water resources continue to be seen as commons, they may be faced with the deterioration of water resources and much lower than their vital value. Optimum pricing can positively affect the sustainable use of water resource taking into account the conditions in each individual country or region and the importance of water for humanity.
