Abstract

One of the most important changes that globalization brings with is have to leave the traditional public administration aproach. Today, the public administration understanding built on the bureaucratic principles of pre-modern society has completely lost its function. Along with liberal policies, the monopoly power of the state on public services has been broken, and with the change in information and communication technology, alternative methods and tools have emerged in public services. The state, which regards the citizen as a customer, has adopted the concept of public administration, and soon after the public policies have been determined and decisions about the basic public services have been taken, the state stakeholders have come to the stage. Even if this is expressed as governance, the changes that have come to the foreground of many places have brought the concept of good governance, which is an advanced dimension of this understanding, into the agenda of countries. Good governance, while incorporating many features, is the most effective accountability feature of these components. Accountability is the key to overcoming the crisis of confidence in public administration and ensuring honesty in public administration. However, with an accountable management approach, the issue of trust between the state and the citizen can be overcome. The main purpose of this study is to Emphasizing the changing approach of public administration and explain well the concept of good governance in terms of its basic characteristics and to demonstrate the roles that an accountable management approach in good governance takes.
