Abstract

Organizational commitment is one of the topics dealt with and emphasized in the business literature. The organizational commitment that can be defined as the level of sense of belonging to employees' organizations is of great importance to all organizations. Undoubtedly, man is the most important resource for organizations. Organizations that can use the human element efficiently and efficiently will be able to reach their goals more quickly and easily and fulfill their missions successfully. The employees whose commitments are higher, may be also higher their job satisfactions, productivities, efficiencies. In addition to they may sense satisfaction from their institutions themselves. In this context subject of organizational commitment is important for both employees and organizations. Organizational commitment is also of great importance for the public sector, where the human factor is highly concentrated. Despite its importance, organizational commitment has often been overlooked in the public sector, but in recent years works on this subject have begun to intensify. In those studies, organizational commitment has been analyzed in public sector and outcomes that obtained has been evaluated. But in general subject of elements of organizational commitment has not been given place to in public sector sufficiently. To mention elements of organizational commitment in public institutions and establishments will be useful in the context of conditions of public sector. The elements of organizational commitment in public institutions and organizations are evaluated theoretically in the research and some determinations are given.
