Kamu Sektörü Tarafından Gerçekleştirilen Turizm Yatırımlarının TRC 3 Bölgesi Açısından Değerlendirilmesi

Abstract
Küreselleşme ile insan hareketliliğinin artış göstermesi sonucu dinamik bir yapı kazanan turizm sektörü devletin düzenleyici ve denetleyici faaliyetlerine sıklıkla konu olmaktadır. Türkiye’de turizm sektörünün çeşitli politika ve planlamalar ile düzenlenmesinde temel bir aktör konumunda olan devletin turizm alanına yaptığı yatırımlar turizmin gelişmesi açısından büyük bir önem arz etmektedir. Özellikle gelişmekte olan bölgelerin kalkınmasına öncülük edecek bazı yatırımların devletin eliyle gerçekleştirilmesi özel kesim yatırımlarının da gelişmekte olan bölgelere yönlendirilmesinde ve bu yatırımların uyarılmasında kilit bir rol üstlenmiştir. Ayrıca, turizm sektörünün ekonomik, sosyal, kültürel ve siyasi sorunlara karşı kırılgan bir yapıya sahip olması ve çeşitli yasal düzenlemeler gerektirmesi devletin turizmdeki rolünün önemini ortaya koymaktadır. Bu çalışmada Türkiye’de kamu tarafından gerçekleştirilen turizm yatırımları TRC 3 (Mardin, Batman, Siirt ve Şırnak) bölgesi açısından yıllar bazında turizm sektörüne yapılan yatırımların diğer sektörlere göre payı, turizm yatırımlarının Mardin, Batman, Siirt ve Şırnak illerindeki durumu incelenmiştir. Yapılan araştırmalara göre kamunun TRC 3 bölgesine gerçekleştirdiği yatırımlarda düzenli bir trend olmadığı, yatırımların, turizm sektöründen çok ulaştırma, altyapı, eğitim, sağlık ve enerji gibi sektörlerde yoğunlaştığı görülmüştür.

Abstract
The tourism sector, which has gained a dynamic structure as a result of increasing human mobility by globalization, is frequently the subject of regulatory and supervisory activities of the governments. It has crucial importance that the state, which has a major actor with helding a variety of policy and planning regulations in the tourism sector, makes variety of investments for development of tourism. The realization of some investments by the hands of state that will lead the improvement of developing regions has also played a key role in directing private sector investments to the developing regions and stimulating these investments. Furthermore, the fact that the tourism sector has a fragile structure against economic, social, cultural and political problems and requires various legal regulations reveals the importance of the role of the state in tourism. In this study, tourism investments held by the public sector in Turkey TRC 3 (Mardin, Batman, Siirt and Sirnak) region in terms of evaluating statistically by years, relative sharings to other sectors of investments in the tourism sector, with examining the tourism investment positions of Mardin, Batman, Siirt and Şırnak province and will bring forward some proposals for improving in the field of tourism investments. According to the researches, it is seen that there is no regular trend in the investments made by the public sector in TRC 3 region and investments are concentrated in the sectors such as transportation, infrastructure, education, health and energy instead of tourism sector.
