Abstract
Uluslararası Çalışma Örgütü’nün (ILO) 2017 yılı içinde yaptığı tahmine göre tüm dünyada 168 milyon kadar çocuk, yeterli eğitimden, sağlık hizmetlerinden, temel hak ve özgürlüklerden yoksun bir biçimde çalışma yaşamında bulunmaktadır. Çocuğun çalışması çoğu zaman eğitimden yoksun kalmasına, fiziksel-düşünsel gelişiminin olumsuz yönde etkilenmesine ve sonuçta toplum yönünden onarılması güç birçok olumsuzluğa neden olabilmektedir. Enformel bir çalışma biçimi olarak evlerinin dışında, sokakta çalışan çocukların ise, çalışma koşullarının tehlikeli, zararlı ve risklere açık olması yanı sıra istismara çok daha müsait alanlara kayma ihtimallerinin yüksekliği nedeniyle, en kötü biçimlerdeki çocuk çalışması türlerine dâhil edilmesi yönünde bir eğilim bulunmaktadır. Sokakta çalışan çocukları her türlü risk ve istismardan kurtarmak, hem toplum kalkınması hem de insan hakları açısından önemlidir. Sorunları çözmenin ilk adımı ise bu çocukları ve sorunlarını bütünüyle tanımaktır. Bu nedenle, sokakta çalışan çocukların var olan durumu, sorunları belirlenmeli ve bunlara yönelik akılcı, uygulanabilir ve sürdürülebilir çözüm önerileri geliştirilerek tartışmaya açılmalıdır. Bu çalışmanın amacı ise, yapılmasının zorunlu olduğuna inandığımız tartışmalara bir katkı sağlamaktır.

Abstract
According to the predictions by ILO in 2017, there are 168 million children throughout the world working in business life without having the necessary training, health care services or their basic freedoms. Working mostly causes children to be deprived of education, has negative influence on their physical-intellectual development and thus leads to a number of negative social results difficult to overcome. Children working in the streets, as an informal form of working, are more likely to work in fields and susceptible to abuse in heavy working conditions, and they are thus likely to be involved in the worst forms of child working conditions. It is important to protect children working in the streets from all kinds of negligence and abuse not only with respect to social development but also in terms of human rights. The first step in overcoming the problems is to be fully aware of these children and their problems. For this reason, the current conditions of working street children and their problems should be identified, and reasonable and applicable solutions to these problems should be put forward and brought up for discussion. The purpose of this study is to contribute to such indispensable discussions.
