Abstract
İşsizlik, birey ve toplumsal olarak iç huzuru, barışı ve ekonomik gelişmeyi olumsuz etkileyen bir unsurdur. Sadece günümüzde değil tarih boyunca işsizlik sorunu ile kişiler ve devletler karşı karşıya kalmıştır. İşsizlikle mücadelede aktif istihdam politikalarının ve pasif istihdam politikalarının yöntemleri kullanılmaktadır. Pasif istihdam politikalarında yer alan yöntemlerden birisi de işsizlik sigortasıdır. Bu çalışmada, pasif istihdam politikalarının içinde yer alan işsizlik sigortası ele alınmıştır. Ayrıca, işsizlik sigortası fonu, işsizlik ödeneği ile ilgili mevzuatlar ve istatistiki veriler incelenmiştir.

Abstract
Unemployment is an element that negatively affects both the individual and the societal inner peace, peace and economic development. Not only today but also throughout the history, people and states have faced with the unemployment problem.The methods of active and passive employment policies are used in order to fight with unemployment. One of the methods in passive employment policies is the unemployment insurance. In this study, unemployment insurance which is one of the passive employment policies is handled, the legislation and statics are examined about the insurance fund and unemployment benefit.
