Abstract
Ortadoğu, dış müdahaleler için her zaman bir mıknatıs olmuştur. Dolayısıyla, yüzyıllarca adeta kaynayan bir kazana dönen Ortadoğu’da, Osmanlı İmparatorluğu’nun son yüzyılında ortaya çıkan ve halen de sürmekte olan sorunların başında Filistin meselesi gelmektedir. Gerek iç ve dış güvenlik ile dış borçlar, gerekse devleti baskı ile yönetirken birçok da modernleştirme girişimi benimseyen dönemin Osmanlı Padişahı II. Abdülhamid, 19. yüzyıl Osmanlı’sının en ilginç padişahlarından birisidir. Avrupa ve Rusya’da yüzyıllarca süren baskı ve zulümler yüzünden 19. yüzyılda iyice yükselen Yahudi sorunu, Yahudilerin, II. Abdülhamid döneminde büyük oranlarda Osmanlı toprağı Filistin’e göç etmeye başlamasıyla farklı bir boyut kazanmıştır. Filistin bölgesine Yahudi göçünü ve bu bölgeye yönelik yabancı siyasaları kayda değer biçimde izlemeye başlayan Osmanlı İmparatorluğu, bu göçü engellemeye çalışmış ve dönemin padişahı II. Abdülhamid de, bu bağlamda olmak üzere, söz konusu bölgeye yönelik politikalarını gözden geçirerek, büyük oranda değiştirmiştir. Bu araştırmanın ana amacı, II. Abdülhamid döneminde Filistin sorununun ortaya çıkışı, gelişimi ve bu bağlamda izlenen idari taksimat, nüfus ve iktisadi siyasaları irdelemektir.

Abstract
The Middle East has always been a magnet for foreign intervenes. By this view, in the Middle East that looked like a boiling witch-pot for centuries the Palestine issue had arisen as one of the most prominent troubles which came up during the last century of Ottoman Empire. Ottoman Sultan II. Abdulhamid, who adopted various modernization efforts during this period as well as dealing with many foreign debts and inner/outer security problems, is one of the prominent Sultans of the 19th-century-Ottoman era. The Jewish problem, which arose in the 19th century due to oppression and persecution in Europa and Russia for centuries, turned into a different pose following their mass migrations to the Ottoman-territory Palestine. The Ottoman Empire, which observed closely Jewish migration and foreign politics regarding Palestine, tried to prevent this migration and in this context, Sultan II. Abdulhamid changed his politics towards region by examining the developments in Palestine. The main aim of this study is to explore in-depth the rising of Palestine issue, development and related administrative partition, population and economics politics
