Abstract
Çin yerel yönetim birimlerinin yapısının ve tarihsel değişim süreçlerinin incelendiği araştırmada yerel yönetim birimlerinin sınıflandırmasına ve yapılarına yer verilmiştir. Öncelikle Çin Halk Cumhuriyeti’nin yerel yönetimleri, eyalet yönetimleri, il, ilçe, kasaba düzeyi yerel yönetimler ve köy yönetimleri olarak incelenmiştir. Daha sonra imparatorluk döneminden günümüze kadar geçen sürede yerel yönetimlerin değişimleri dönemsel olarak ele alınmıştır. Yerel yönetimler Çin Halk Cumhuriyeti’nin tarihsel süreçlerinden etkilenmiştir. İmparatorluk dönemi, Mao Zedong dönemi ve Mao Zedong sonrası dönem olarak incelenen tarihsel süreç, Çin yerel yönetimlerinin yıllar içindeki değişimine ışık tutmaktadır. Yerel yönetimlerin yapısı üst yapı ve alt yapı kurumlarının değişimlerinden, dünya siyasi dönüşümlerinden ve tarihi kırılma noktalarından etkilenmiştir. Tarım toplumu olan Çin Halk Cumhuriyeti Mao Zedong önderliğinde kurulmasıyla yerel yönetim birimleri ön plana çıkmış, Deng Xiaoping döneminde ise gittikçe güçlenmiştir. Ekonomik değişimler ile beraber özellikle 1980 sonrası dönemde dünyada önemli değişiklikler yaşanmış, sosyalist ekonomiden sosyalist piyasa ekonomisine geçişte yerel yönetimler önemli yer tutmuştur. Çin Halk Cumhuriyeti’nde ekonomik değişimin en önemli saç ayağını yerel yönetim birimleri tutmuştur.

Abstract
In the study, which examines the structure and historical change processes of Chinese local government units, the classification and structures of local government units are included. First of all, the local governments of the People's Republic of China, provincial governments, provincial, and town level local governments and village governments were examined. Later, the changes of local governments from the imperial period to the present are discussed periodically. Local governments have been affected by the historical processes of the People's Republic of China. The historical process examined as the Empire period, Mao Zedong period and post-Mao Zedong period reveals the change of Chinese local governments over the years. The structure of local governments has been affected by the changes in superstructure and infrastructure institutions, world political transformations and historical breaking points. With the establishment of the People's Republic of China, which is an agricultural society, under the leadership of Mao Zedong, local government units came forward, and became stronger during the Deng Xiaoping period. Along with the economic changes, important changes took place especially in the post-1980 period, and local governments played an important role in the transition from socialist economy to socialist market economy. The most important pillar of the economic change in the People's Republic of China has been held by local government units.
