Suriye Krizi Bağlamında Obama Dönemi Türkiye-ABD İlişkilerinde Değişen Güvenlik Ortaklığı

Abstract

Kökenleri Osmanlı dönemine kadar uzanan Türk-Amerikan ilişkilerinde tarih boyunca iniş ve çıkışlar yaşamış ancak iki ülke de birbiri için kaybedilmemesi gereken değerli müttefikler olmuştur. 2000’li yıllarla beraber ABD’nin değişen Orta Doğu politikası ve Türkiye’nin bu çerçevedeki yerinin belirsizliği ikili ilişkilerdeki bu eğilimin değiştiği izlenimi yaratmıştır. 2008 yılında Obama hükümetinin başa gelmesi ile yeni bir döneme girilmiş, ilişkilerin tanımında “stratejik ortaklık” kavramının yerine daha ileri düzeyde iş birliğini ifade ettiği belirtilen “model ortaklık” söylemi geliştirilmiştir. 2010 yılında ortaya çıkan Arap Baharı ve takip eden süreçte Suriye’de başlayan iç savaş ile ikili ilişkilerdeki yeni tanımın test edildiği süreçlerden geçilmiştir. ABD’nin bölgesel güç olarak nitelendirilebilecek, tarihi müttefiki Türkiye ile ilişkileri Suriye Krizi taraflarından PYD’ye (Demokratik Birlik Partisi) verdiği destek ile sorgulanır hale gelmiştir. Bu bağlamda çalışmada, Suriye Krizi perspektifinden Obama dönemi Türkiye-ABD ilişkileri incelenmiş ve müttefik ilişkilerinin zedelendiği iddia edilmiştir. Çalışma sonunda, Obama döneminde Türkiye-ABD ilişkilerinin Suriye Krizi özelinde daha da ayrıştığı hipotezi doğrulanarak, “model ortaklık” kavramının içinin doldurulamadığı ve iki ülke arasında güvenlik ortaklığından ziyade ayrışan güvenlik çıkarlarının olduğu sonucuna varılmıştır. ABD’nin izlediği pasif tutum ve bölge unsurları ile hareket etme politikası kapsamında PYD’ye verdiği destek yakın dönemde değişecek gibi gözükmemektedir. Bu bağlamda, Türkiye-ABD ilişkilerinin kısa dönemde pozitif bir ivme kazanmayacağı öngörülmektedir.

Abstract

The history of Turkish-American relations, which can be traced back to the Ottoman era, has experienced ups and downs throughout history but both countries have been valuable allies to each other that should not be lost. Along with the 2000s, the US changing Middle Eastern policy and the ambiguity of Turkey in this new policy, has created the impression that the bilateral relations have changed this tendency. In 2008, with term of the Obama government, a new turn was initiated and the definition of relations have changed from "strategic partnership" to a newly developed rhetoric "model partnership" in which the term expressed advanced kind of new association. In 2010, with the emergence of the Arab Spring and the beginning of the Syrian Civil war in the following process, the utility of the new definition has been tested. The US relationship with his historical ally Turkey, which could be defined as the regional power, has become questioned after US has begun supported to PYD (Democratic Unity Party) which is one of the warring faction of the Syrian Crisis. In this context, this article analyzed Obama term Turkey-US relations from the perspective of Syrian Crisis and claimed that the allied relations were deteriorated. At the end of the article, the hypothesis of “during the Obama term the Turkey-US relations specific to Syrian Crisis were disintegrated” was confirmed, the concept of "model partnership" was found inefficient, and the conclusion of the security partnership relations were disintegrated rather than integrated has been reached. The US passive attitude and the US support given to PYD as a part of acting with the regional actors policy has not seem to be changed in the recent period. In this context, it is envisaged that Turkey-US relations will not gain a positive momentum in the short term.
