Abstract
Yoksulluk bugün tüm dünya ekonomilerinin üzerinde durduğu önemli bir sorundur. Gelişmiş ve az gelişmiş ülkelerde etkisi farklı boyutlarda yaşansa da çözülmesi gereken önemli ekonomik problemlerdendir. Yoksullukla mücadelede merkezi yönetimlerin uyguladığı politikalar son derece önemlidir. Ancak son yıllarda sosyal devlet anlayışının yaygınlaşması ile yerel yönetimler olarak belediyelerin de önemli görevler üstlenmiş oldukları bilinmektedir. Sosyal belediyecilik kavramı ihtiyacı olanlara ekonomik destek sağlanması, sosyal sorunların ortadan kaldırılması, insanların huzurlu, güvenli bir refah ortamında yaşamalarının sağlanması noktasında ön plana çıkmaktadır. Dolayısıyla belediyelerin asli görevlerinin yanında sosyal belediyecilik ilkesi gereği yoksulluk sorunuyla mücadele politikaları ve uygulamaları da gündeme gelmektedir. Belediyeler yerel statüde olması sebebiyle halka yakınlığın getirdiği avantajı da kullanarak götürülen hizmetlerin geliştirilmesi ve pek çok alanda sosyal iyileştirmelerin yapılmasında daha etkin bir rol oynamaktadırlar. Bu nedenle bu çalışmada, Diyarbakır Büyükşehir Belediyesi'nin yoksullukla mücadelede uyguladığı politikaları bütçe, faaliyet raporları, stratejik planlama raporları ve mali analiz raporları dikkate alınarak incelenmiştir. Yerel yönetimlerin pek çoğunda olduğu gibi Diyarbakır Büyükşehir Belediyesi’nde de yoksullukla mücadele konusunda yoksulluk oluştuktan sonra yapılan çalışmaların daha yoğun olduğu, ihtiyaç sahiplerine yönelik daha çok ayni ve nakdi yardımların yapıldığı görülmüştür. Ayrıca yoksullukla mücadelede bütçeden yeteri kadar payın ayrılmadığı, yeterli düzeyde uzman personelin olmadığı, koordinasyon eksikliği ve dolayısıyla mücadelede verimliliğin istenilen düzeyde olmadığı gözlenmiştir.

Abstract
Poverty is an important problem that all world economies are focusing on today. It is one of the important economic problems that need to be solved, although its effects are experienced in different dimensions in developed and underdeveloped countries. Policies implemented by central governments in the fight against poverty are extremely important. However, it is known that municipalities, as local governments, have undertaken important duties with the spread of the social state understanding in recent years. The concept of social municipality comes to the fore in providing economic support to those in need, eliminating social problems, and ensuring that people live in a peaceful and safe environment of welfare. Therefore, in addition to the main duties of the municipalities, policies and practices for combating the problem of poverty come to the fore in accordance with the principle of social municipality. Due to their local status, municipalities play a more active role in improving the services provided and making social improvements in many areas by using the advantage of being close to the public. Therefore, in this study, the policies implemented by Diyarbakır Metropolitan Municipality in the fight against poverty are examined by considering the budget, annual reports, strategic planning reports and financial analysis reports. As in many of the local governments, it has been observed that the efforts to combat poverty in Diyarbakır Metropolitan Municipality are more intense after the poverty has occurred, and more in-kind and cash aids are provided to those in need. In addition, it has been observed that there is not enough share from the budget in the fight against poverty, there is not enough expert personnel, there is a lack of coordination and therefore the efficiency in the fight is not at the desired level.
