Rusya – Ukrayna Çatışmasının Avrupa Birliği’nin Avrupa Ordusu Oluşturma Çalışmalarına Etkisi

Abstract

İkinci Dünya Savaşı sonrası Almanya'yı doğrudan olmayacak şekilde, yeniden silahlandırmadan Sovyet tehdidine karşı savunmayı güçlendirmek için ortak bir Avrupa ordusu kurma fikri ortaya çıkmıştır. Bu fikir çerçevesinde, Avrupa devletleri arasında savunma ve güvenlik alanında işbirliği sağlanarak ortak bir Avrupa ordusu vasıtasıyla etkili bir askeri güç olması planlanmaktaydı. Fakat 2. Dünya savaşı sonrası değişen konjonktürel şartlar, ABD öncülüğünde NATO’nun ortaya çıkmasına sebep olmuştur. NATO’nun kurulmasıyla birlikte birçok devletin yaptığı gibi Avrupalı birçok devlette kendi ulusal güveliğini korumak için NATO’nun himayesi altına girmiştir. Avrupa ordusu kurma çalışmaları, soğuk savaş dönemi içerisinde yavaşlamış olsa da, Avrupa Birliği tarafından soğuk savaş döneminin bitmesinden sonra Ortak Savunma ve Güvenlik Politikası çerçevesinde yeniden etkili kılmaya çalışılmaktadır. Fakat Rusya – Ukrayna çatışmaları sonrasında ortak bir Avrupa Ordusu fikrinin neredeyse imkansız olduğunu, Avrupalı birçok devletin de kendi ulusal güvenliği için Avrupa ordusunun aksine NATO’ya güvendiği görülmektedir. Bu bağlamda bu çalışma, ortak bir Avrupa ordusu oluşturma fikrinin gelişimini inceleyip Avrupa devletlerinin Avrupa ordusuna karşı tutumlarını analiz ederek, Avrupa’da oluşan Rus tehdidi çerçevesinde Rusya – Ukrayna çatışmalarının AB’nin Avrupa ordusunu oluşturma çalışmalarına etkisini incelemektedir.

Abstract

After the Second World War, the idea of ​​establishing a joint European Army emerged to strengthen the defense against the Soviet threat without directly rearming Germany. Within the framework of this idea, it was planned to become an effective military force through a common European army by providing cooperation between European states in the field of defense and security. However, the changing cyclical conditions after World War II led to the emergence of NATO under the leadership of the USA. With the establishment of NATO, as many states did, many European states came under the auspices of NATO to protect their national security. Although the efforts to establish a European Army slowed down during the cold war period, the European Union is trying to make it effective again within the framework of the Common Defense and Security Policy after the end of the cold war period. However, after the Russia-Ukraine conflicts, it is seen that the idea of ​​a common European Army is almost impossible, and many European states rely on NATO for their national security, unlike the European Army. In this context, this study examines the development of the idea of ​​creating a common European Army and analyzes the attitudes of European states towards the European Army, and examines the effect of the Russia-Ukraine conflicts on the EU's efforts to create a European Army within the framework of the Russian threat in Europe.
