Abstract

One of the most important economic issues faced by today’s developing countries has been the effort to find necessary resources for the development of the country. Developing countries have to make investments for realizing their development and economic growth, and savings are the main sources of investment. In the emerging countries, the levels of domestic savings and capital are scarce due to the low-income level and insufficient domestic resources, and this is why the developing countries are constantly in pursuit of new sources. External debt is defined as the outsourcing of developing countries from developed countries. The Turkish economy has a very long-term foreign debt problem. To overcome the problematic process in which it has been, the Turkish economy has had to work with planned, determined and sustained fiscal discipline and economic reforms over periods. It is seen that the public resources in the Turkish economy are utilized up to the last point. In this study, firstly the characteristics of the foreign borrowing experience from the Ottoman Empire to the present day are tried to be explained in terms of periods, definitions about the economic policies applied to foreign borrowing in the historical period are made in the second part, and the study is completed with a conclusion about the last point reached in the final part.
