Abstract

Governments trying to accelerate economy provide businesses with special supports from time to time. In this way, they aim to strengthen businesses, which are the driving power of economy, through direct aids and/or incentive policies. A lot of material and spiritual support programs have been put into action in Turkey via KOSGEB (Small and Medium Enterprises Development Organization) and other similar establishments. Being one of such programs, ISGEMs (Business Development Centers) aim to provide businesses with working space, common use equipment, and consultancy and other similar services and to enhance their success. ISGEMS in Turkey aim to help businesses overcome the big difficulties they encounter in their early years following their foundation, which is also called the incubation period. One of the important factors influential on the success of the businesses going through the incubation period in proceeding successfully is having an innovative cultural structure. Especially under today’s competitive conditions, the businesses having an innovative mentality and attitude in information-, technology-, marketing-, and management-related processes are more likely to have an advantage over their competitors and adapt to the environment they operate in, which is the point inspiring this research. The present study aims to reveal what kinds of innovation targets the businesses operating within the body of ISGEMs set and their innovation performances. In this regard, interviews have been conducted with the managers chosen from several ISGEMs to collect data for the study. The data obtained in the study are expected to clarify the issue under discussion.
