Abstract

The development of information communication technologies and the widespread use of the internet have affected the styles and modes of doing business, the lifestyles of individuals, their requests and demands , and an e-transformation process has begun in society. Businesses have accelerated their innovative applications in order to provide both competitive advantage and meet the changing individual requests and demands. The rapid development of information communication technologies and the widespread use of the Internet have been deeply affected not only by businesses but also by public institutions and organizations and then have forced public institutions, organizations and enterprises to innovate themselves with innovative activities. Nowadays, it is important for entrepreneurs to analyze their talents and capacities, to establish an innovative culture in their organizations and to make business development plans according to technological developments. Entrepreneurship is the way in which technological developments can best be reflected in the work. The way in which businesses can compete is through innovation practices that depend on entrepreneurial abilities and risk-taking situations. The entrepreneurship process encourages sustainable growth by bringing together innovative processes.The development and promotion of entrepreneurship and innovation will be achieved primarily through economic, legal and regulatory developments by governments. In addition, public institutions, industrial and technology enterprises, universities have great duties. States have made more applicable formation and activities of innovations and entreneurships both their institutions and business with a number of legal regulations. In this context, developing innovative culture in public, educating employees and raising awareness, and removing all obstacles to innovative practices are prerequisites for sustainable growth. The aim of this study is to determine the perceptions of innovation and entrepreneurship of employees in public institutions and to determine the relationship between innovation perceptions and entrepreneurial attitudes. The survey method was applied to 200 employees of the Konya Department of Taxation and Turkish Statistical Institute in order to show the framework in which innovative activities combine with entrepreneurship and to measure employees' perceptions and attitudes towards innovation and entrepreneurship. At the end of the this study, a strong relationship between innovation perceptions and entrepreneurship attitudes of personnel working in Konya Department of Taxation and Turkish Statistical Institute institutions has been observed and entrepreneurship attitudes have been found to increase as the innovation perception increases. As a result of the study, suggestions are presented with the results of the implementation of innovation and entrepreneurship in the public sector.
