Abstract

It is defined as the economic nationality of a goods of origin. The origin of the goods is important for determining the tariff and non-tariff barriers to the goods. In cases where the process or labor applied to the goods is carried out completely in a country, it is not a problem for the countries to determine the origin, but if the process or labor applied to the goods occurs in more than one country, the country of origin of the goods is determined by the rules of origin. Basic conversion criteria within the scope of rules of origin; tariff rule, value added rule, two-step conversion rule and technical analysis rule. Which criteria will be covered by the rules of origin are determined by preferential trade agreements signed between countries. The rules of origin of the rules of origin of countries have a trade-enhancing effect according to the product group and in some cases can become a protective trade policy. This study examines the historical process of the origin of the rules of origin, the rules of origin and the importance of the rules of origin under preferential trade agreements and the issues to be considered.
