Abstract

As a result of globalization, a change and development effort has started to come to the fore. In the 1980s, concepts such as increasing competition, privatization, transparency, efficiency and efficiency started to come up. There are differences in the management approach. The new management approach, unlike the traditional management approach, adopts a management approach based on performance system, where more flexible work, employees participate in management and decision-making processes. Local government units were also affected by the wind of change. Local government units maintain their importance as the nearest units to the public. The local government units were also affected by this change process, and the transition from personnel management to human resources management approach was influenced by the personnel management approach in the management of personnel. Human resources management concept is emphasized by the human factor, and it is believed that the needs of the citizens will be solved more and more satisfied. In this study, changes in personnel management in local administrations will be discussed. In particular, it will be emphasized that the implementation of the norm staff, which is considered to be a solution to the issue of finding the desired number and quality of the reforms made.
