Abstract
Kamu yönetiminde denetim olgusu, vatandaşı kamu kurum ve kuruluşlarının keyfiliğine karşı koruyan en temel mekanizmalardandır. Vatandaşlarına hukuk güvencesi sağlayan hukuk devleti ilkesinin en öncelikli ve olmazsa olmaz şartı, kamu gücünü kullanan yönetimin, temel hak ve özgürlüklere müdahale alanını sınırlamaktır. Küreselleşme sürecinin tetiklediği kamu yönetiminin değişim ve dönüşüm süreci kamu yönetiminin durağanlığına son verdiği gibi kamu yönetimi gibi onun önemli fonksiyonlarından olan denetimi de değişime ayak uydurmaya zorlamıştır. Bu süreçte kamu yönetiminin denetiminde geleneksel yöntemlerden farklı olarak değişimin dokusuna uygun modern denetim yöntemleri uygulamaya geçmiştir. Bunlardan en önemlisi ombudsmanlık denetimidir. Çalışmamız, kamu yönetiminin geleneksel denetim mekanizmalarına bir alternatif olarak değil bu yöntemlerin eksik yönlerini tamamlayan ve destekleyen mekanizma olarak işlev gören ombudsmanlık denetiminin kamu yönetiminin denetimine sunacağı katkılar incelenecektir.

Abstract
Control in public administration is the most basic mechanism that protects the citizen against the arbitrariness of public administration and organizations. The most important and indispensable condition of the rule of law principle, which provides the legal assurance of its citizens, is to limit the area of interference with fundamental rights and freedoms of the administration using the public power. As the public administration triggered by the globalization process ends the stability of the public administration in the process of change and transformation, the control of its important functions like the public administration has forced the change to keep pace. In this process, in contrast to the traditional methods under the supervision of the public administration, modern control methods suitable for the change of the fabric have been applied. The most important of these is the ombudsman supervision. Our work will examine the contributions of the public administration to the control of the ombudsman, which is not an alternative to the traditional control mechanisms of the public administration, but which acts as a complementing and supporting mechanism for the missing aspects of these methods.
